Dog Ownership Test Proposal

Took a while to load but very interesting IMO!

I agree wholeheartedly with it but....I would also like to see some kind of test the dog itself has to pass. Somewhat like a CGC and that the dog and owner have to update their tests yearly. I would have no problem doing all of that in orser to keep my dog and everyone elses peace of mind.
